What is Casa Verde and why did the programme change in 2026

The Casa Verde programme has existed in Moldova since the early 2010s, but 2026 marked a radical transformation. Previously administered by the Environmental Investment Fund (FIE), the maximum grant was just 45,000 MDL per household. From 18 March 2026, management passed to CNED (the National Centre for Sustainable Energy) and FEERM, with conditions changing fundamentally.

Three key changes in 2026: the budget grew to 200 million MDL, the grant ceiling for individuals rose to 200,000 MDL per home, and the target number of beneficiaries is 1,000 households. For comparison, the previous round received 745 applications. This is no longer symbolic support — it is a real mechanism to reduce the cost of transitioning to solar energy.

How it differs from the old 45,000 MDL programme

Many applicants confuse Casa Verde 2026 with the former programme administered by Fondul pentru Mediu (FIE). These are two completely different products with different rules. At the branding level, the Casa Verde name has been preserved — but if you are looking for a grant exclusively for solar panels, no such programme exists in Moldova for 2026.

How much money can you get

The grant covers up to 50% of the system cost, but no more than 200,000 MDL. Here is how it looks in concrete figures:

  • System costing 100,000 MDL → grant 50,000 MDL (50%)
  • System costing 200,000 MDL → grant 100,000 MDL (50%)
  • System costing 400,000 MDL → grant 200,000 MDL (ceiling reached)
  • Typical residential 6–8 kWp system (~108,000–145,000 MDL) → grant 54,000–72,000 MDL

An important detail: the budget is distributed unevenly. 30% of funds (60 million MDL) are reserved for Chișinău, 70% (140 million MDL) for the regions. Chișinău residents compete for a smaller pool in the most populous city. If you are from the capital, submit your application immediately after 18 March 2026.

The key condition — PV panels only AFTER thermal insulation

This is the most important condition that many applicants overlook. The Casa Verde 2026 programme funds photovoltaic panels only if the home is already thermally insulated, or if insulation is carried out simultaneously with the PV installation.

The government's reasoning is clear: there is no point subsidising green energy for a home that loses heat through poorly insulated walls. A home without thermal insulation consumes 2–3 times more thermal energy, and solar panels will not solve that fundamental problem.

  • Façade insulation (mineral wool or EPS polystyrene ≥ 10 cm thick)
  • Replacement of windows with energy-efficient ones (double or triple glazing)
  • Insulation of the roof or attic floor

All three are not required simultaneously — the home must meet minimum energy efficiency requirements that a FEERM assessor verifies when reviewing the application. We recommend an energy audit (~3,000–5,000 MDL) before applying. Façade insulation for a 100–150 m² home costs 80,000–150,000 MDL — the programme allows these works to be included in a single grant alongside the PV installation.

Who can apply

The Casa Verde 2026 programme is primarily aimed at individuals:

  • Moldovan citizens who own an individual residential home
  • The home must be connected to the electricity grid (Premier Energy or RED Nord)
  • Ownership is evidenced by an extract from the Real Estate Register

For legal entities (SRL, SA), the ODA programme operates — grant up to 1.5 million MDL, 50% coverage for SMEs. For agricultural farms — separate programmes from the Ministry of Agriculture (agricultura.gov.md).

Who will be refused:

  • Tenants (only property owners qualify)
  • Owners of unfinished construction
  • Apartments in multi-flat buildings (exception — homeowners' associations for common consumption)
  • Homes not connected to the grid

Documents — extended list

  • Identity document — copy of front and back, valid
  • Real Estate Register extract — issued at Agenția Servicii Publice (~150 MDL, valid 30 days)

Timeline and how to apply

The programme opened on 18 March 2026. Applications are submitted exclusively through feerm.md, authenticated via MPass (electronic signature).

After submitting a complete dossier, review takes 15–30 working days. Payment comes after installation and submission of the completion act — within 7–14 days. Do not install panels before receiving written approval — doing so automatically forfeits the grant. Total timeline from application to payment: 6–10 weeks.

What to do if rejected

Common rejection reasons and how to avoid them:

  • Installer not in the ANRE register → verify at anre.md before signing the contract
  • Estimate missing serial numbers → request a corrected document from the installer
  • Expired Real Estate Register extract → request no more than 2–3 weeks before submission
  • Home does not meet energy efficiency criteria → commission an energy audit in advance
  • Errors in the application → check all fields twice before submitting

Casa Verde + credit — combining them

The FEERM grant is fully compatible with a bank loan or instalment plan from the installer. The typical approach:

  • Grant approved (50% of cost)
  • The remaining 50% financed via bank loan or installer instalment
  • After installation, the grant arrives and can be used to partially repay the loan

Moldovan banks (Mobiasbancă, MAIB, Victoriabank) offer green loans at reduced rates specifically for energy efficiency projects. An installer instalment plan is arranged directly, without bank approval. Tax benefit: equipment for renewable energy sources is subject to reduced VAT (8% instead of the standard 20%), lowering the total system cost by approximately 10%.

**Must the home be insulated first, or can it be done simultaneously?** It can be done simultaneously. In that case, both components (insulation + PV) are included in a single application and covered by one grant up to 200,000 MDL.
